LCSS IERD to Assess the Impact of Direct Payments and Other Intervention Measures under Lithuania’s 2023–2027 CAP Strategic Plan on Farm Income and Resilience

Institute of Economics and Rural Development (IERD) of the Lithuanian Centre for Social Sciences (LCSS), together with its partner UAB ESTEP, has won a public procurement contract launched by the Ministry of Agriculture of the Republic of Lithuania to carry out an assessment of the impact of direct payments and other intervention measures under Lithuania’s 2023–2027 CAP Strategic Plan (SP) on farm income and resilience.

 

During the project, the expert team will assess the impact of direct payments and other SP intervention measures on farm income growth and stabilization, income distribution, the reduction of income disparities and variability, the territorial balance of support, and farm resilience. The experts will also estimate and assess the net impact of support on indicators reflecting changes in agricultural sector income compared with broader economic indicators; trends in agricultural income; and changes in and distribution of agricultural income by farm size, type of farming, and farming conditions.

 

The experts will also contribute to the preparation of conclusions and recommendations on how the use of European Union (EU) support funds could be improved, taking into account the achievement of the long-term objectives of the EU Common Agricultural Policy (CAP), more effective management of EU support, and the implementation of a fairer CAP.

 

Participation in this project strengthens LCSS IERD’s expertise in the field of CAP evaluation and demonstrates the Institute’s capacity to carry out complex assessments in line with European Commission methodological requirements, the results of which can be directly used to improve public policy and support decision-making on the future implementation of the CAP in Lithuania. Close cooperation with public policy makers, implementing bodies, and data holders enables LCSS IERD to apply scientific knowledge directly in the development of evidence-based policy decisions.
