Technological, political and social changes, as well as the impact of globalization, promote countries and the individual economic sectors to become competitive. One of the possible economic growth strategies is cluster development or a tendency of related companies and associated institutions to concentrate geographically as a precondition for the development of competitiveness. After the analysis of cluster concept and its evolution was carried out, fundamental characteristics of the cluster are named, the barriers of cluster formation and development are analyzed and the cluster policy is examined. Objective of the study - after the analysis of cluster development barriers, to propose their classification, and possible instrumentalities to eliminate barriers. Research methods - systematic, logic and comparative analysis of scientific literature and synthesis.
