Human Capital in the Conditions of Macroeconomic Instability: State and Problems of Development (in Ukrainian language)

Abstract

 

In the complex of complex socio-economic problems of Ukraine in conditions of market transformations, the important role belongs to the preservation and increase of human capital, which is the basis of productive employment. The latter, in the process of attracting to useful and productive labor, creates the resources necessary for the development of society and provides employees with the income used for the formation and development of human capital. Long-term transformation processes in Ukraine have caused the emergence and modification of a number of negative processes in the socio-economic sphere, which in one way or another affect the formation and development of the aggregate human capital of our country. This necessitates a thorough study of the processes of reproduction of aggregate human capital, the actions of factors that negatively affect its quantitative growth and qualitative improvement. On the basis of the use of the historical-logical method the substantive-meaningful criteria of the macroeconomic instability of the domestic economy are disclosed, the system-structural analysis of trends in the development of aggregate human capital in the conditions of macroeconomic instability is carried out, by applying the method of quantitative and qualitative comparisons and expert assessments, the deterioration of quantitative and qualitative characteristics of the aggregate human the capital of Ukraine. The current tendencies and threats for the development of the national total human capital are outlined and the conceptual principles of overcoming the dangers in this sphere of socio-economic relations are proposed. It is substantiated that these tendencies combined with large-scale labor migration have created a real danger for economic growth in Ukraine through the transition to an investment-innovative model of development. In the context of improving the scientific tools for studying the problems of aggregate human capital, a combination of socio-economic and demographic factors of its formation and development is presented.
